New York became the first state to appoint a special prosecutor for police related civilian deaths, when on tuesday New York governor Andrew M. Cuomo issued an executive order naming the state attorney general as the special prosecutor for police-related civilian deaths.

This came after the national outrage when an Eric Garner, an unarmed African-American was seen on video being choked to death by New York police on staten Island.

Despite the chokehold not being allowed under police rules and the medical examiner ruling Mr. Garner’s death a homicide, the grand jury refused to indict the police officer who murdered Eric Garner.
