Twelve Houston Fire Department (HFD) cadets were terminated just days before their graduation after sharing racist and hateful memes in a private Instagram group chat. The incident came to light when another cadet reported the offensive content. An investigation by the HFD’s Professional Standards Division and the city’s Office of Inspector General led to the cadets’ dismissal on April 18, 2025.
HFD sources confirmed the content included inappropriate memes and images. Fire Chief Thomas Muñoz condemned the behavior as “inconsistent with the HFD Code of Conduct,” emphasizing that “Racism and hateful behavior have no home in Mayor Whitmire’s administration or the Houston Fire Department.”
The city invested approximately $100,000 in training each cadet, making the total loss to the city $1.2 million. Houston City Council Member Twila Carter expressed her disappointment, noting that the cadets’ actions “cost them a career with the Houston Fire Department” and added to the city’s existing budget deficit. The dismissed cadets had already passed the TCFP state requirements, but were fired before their swearing-in ceremony on April 24th, 2025.
